Attending: Vicki Croft, Rhonda Gaylord, Mary Gilles (Co-Chair), Daryl Herbison, Lauren McNiece, Ingrid Mifflin, Jill Palmer (Recorder), Barbara Paulson, Marilyn Von Seggern (Co-Chair), Kay Vyhnanek, Sharon Walbridge (Recorder), John Webb, and Leslie Wykoff (via WHETS).

Absent: Janet Chisman, and Christy Zlatos.

Check-in

No issues were raised during check-in.

Meeting minutes

Minutes of the October 2 meeting were corrected to include a missing word and to correct mis-spellings. Minutes of the October 16 meeting were corrected to reflect the proper date and corrections were made to the paragraph under check-in that related to the library survey.

Working Groups

Those groups which were accepted include the following:

  • Collection Development
  • Director's Cabinet
  • Employee Development
  • Library Council
  • Systems
  • User Education
  • Circulation
  • Electronic Resources
  • Government Documents
  • Health and Safety
  • Human Resources (Personnel)
  • Preservation
  • Reference
  • Serials
  • Copyright
  • Document Delivery (ILL)

An extended discussion on the role of the Library Faculty was held. The bottom line of the discussion is that the Planning Committee is committed to shared governance.

Further discussion brought the following points:

  • In a user centered organization, user input must be accommodated.
  • Should evaluation and planning be the responsibility of separate groups or should they be the responsibility of every group?

Working group principles include the following:

  • There should be broad based participation in the groups.
  • Rotating membership is probably a good idea, but some groups may need to include key people.

A subcommittee of Mary Gilles, Lauren McNiece and Sharon Walbridge will examine working group membership issues.

  • Training and orientation to the team/working group environment probably needs to occur.
  • The extent of decision-making will depend on the group. A variety of outcomes may be possible -- operating decisions, recommendations, discussion with other groups ...
  • It is likely that the working groups may need budgets and they should be involved in budget planning.
  • Wild card members should be included in working groups.

Next meeting

The Committee will meet again next Wednesday, October 30 at 8:30. Agenda will include check-in, approval of meeting minutes, a report from the Subcommittee on Working Group Membership, etc.
